JUNIOR ACHIEVEMENT OF ALBANIA
Finance Manager
Junior Achievement of Albania is local NGO established
to implement a project financed by Albanian-American Development Foundation to
support entrepreneurship education in Albanian high schools. The goal of JA is
to introduce Junior Achievement (JA) programs into the high school curriculum
as an elective subject.
Junior Achievement of Albania is headed by its CEO, overseeing the
team consisting of the Business Development and Marketing Manager, Education
Manager, the Finance Manager and other support staff.
GENERAL
POSITION SUMMARY:
The Finance & HR Manager is
responsible for all financial, HR and administrative functions within the JA
organization, including accounting, payments and banking, payroll, budgeting,
financial reporting, Human Resources (HR), administrative staff,
policies/procedures, and grant financial management and compliance. The JA
Finance & HR Manager ensures compliance with state regulations as well as
AADF policies and procedures. The Finance & HR Manager provides timely
reports and assistance to the CEO to ensure that financial resources are used
efficiently and effectively, ensuring compliance with Albanian laws and AADF /
JA policies.
ESSENTIAL FINANCE FUNCTIONS:
ü
Oversees and manages daily accounting
and finance functions including the timely recording of transactions, cash
management, banking, payroll, inventory, receivables, and payables.
ü
Plans and implements a system for
financial operations, including systems for cash flow management, budgeting,
consolidation of accounting information, internal controls, financial
reporting, financial record-keeping, grant management and compliance.
ü
Trains and supervises other support
staff.
ü
Maintains banking relations, plans and
monitors country cash flow requirements to ensure the smooth implementation of
JA programs.
ü
Provides monthly standard accounting
submissions to the CEO including general ledger files, account reconciliations,
expenditures by cost center/project, required sub-grantee reporting, as well as
other financial information in a timely and accurate manner.
ü
Provides monthly management reports to
the CEO, including expenditures by cost center in a timely and accurate manner.
ü
Develops annual fiscal year budgets
with the CEO; develops and implements a grant budgeting and forecasting system.
ü Performs
internal audits and reviews as required.
ü Ensures
compliance with Albanian laws and AADF procurement policies and procedures for
all goods and services purchased.
ü Develops
and maintains local office policies and procedures and provide training for all
issues related to local financial matters.
ü Analyzes
compensation packages, taxation requirements and human resource policies for
local staff.
ü Maintains
appropriate local insurance coverage.
ü
Conducts himself/herself professionally
in such a manner as to bring credibility to JA of Albania and not to jeopardize
its mission.
ü
Other duties as assigned.
ESSENTIAL ADMINISTRATIVE FUNCTIONS:
ü
Contributes to preparing the JA Annual
Report and other financial reports as requested.
ü
Contributes to putting together and
organizing JA events and school competitions.
ü
Ensures that office, personnel and
administrative policies are developed, in compliance with local laws.
ü
Develops policy manuals, employee
contracts and other relevant administrative documentation.
ü
Oversees maintenance of equipment in
the office.
ü
Manages HR policies and files.
ü
Manages timesheets, tracking of hours
and payroll.
ü
Ensures procurement policies are
developed and adhered to.
ü
Manages drivers, vehicle policies and
driving/fuel logs.
ü
Other duties as assigned.
The Finance & HR Manager reports directly to the CEO.
KNOWLEDGE AND EXPERIENCE:
ü
Demonstrated experience and skill with
budget preparation and analysis, financial reporting preparation and
presentation and the proven ability to translate technical financial data into
informative reports.
ü
Advanced computer skills in MS Office
programs, particularly Excel. Experience with QuickBooks or similar accounting
software is desirable.
ü
Prior management experience and strong
organizational skills
ü
Excellent oral and written English
